DESCRIPTION:FEBRUARY LUNCHEON PROGRAM\n\nWednesday\, February 8\, 2017\n\nAt The Garden City Hotel\n\nKEYNOTE SPEAKER: David Kapell\n\n Executive Director of  the Right Track for Long Island Coalition\n\n\n\nMr. Kapell's  presentation will be on the Regional and\n\nLocal Benefits of the LIRR Expansion Project\n\n\n\n\n\n      David Kapell served the Village of Greenport\, NY for twenty-seven years in the positions of Community Development Director\, Village Trustee\, Planning Board Chairman and Mayor from 1994 until his retirement in 2007. In 1981\, Mr. Kapell founded Kapell Real Estate in Greenport\, which he continues to operate. Mr. Kapell is a public policy consultant on retainer to Cross Sound Ferry Services\, Inc\, operator of ferry service between Orient Point\, NY and New London\, CT\; The Rauch Foundation of Garden City\, NY\, where he works on regional transportation\, transit-oriented development\, and environmental issues\; and the Long Island Association\, representing it as Executive Director of  the Right Track for Long Island Coalition in support of governor Andrew Cuomo's LIRR Enhancement Project. \n\n       During his time as Mayor of Greenport\, Mr. Kapell was credited with leading the successful revitalization of a depressed downtown through dramatic property tax reduction\, the development of a family-friendly waterfront park in the middle of the business district\, and relaxation of regulations governing small business development. In 2002-2003 he coordinated the village's partnership with the NYS Dept. of Transportation in the complete reconstruction of NY Rte 25\, the state highway that serves as the lifeblood of the village business district.\n\n      He holds a Master in Public Administration degree from the Harvard Kennedy School of Government.\n\n\n\n       Luncheon is being sponsored by the
